The Barents Sea fisheries regime

This regime is a bilateral Norway/Russia arrangement initiated under the 1978 Norwegian/Soviet Grey Zone Agreement dealing with a sizable sector of the Barents Sea where jurisdictional boundaries are in dispute. The arrangement has grown to include a number of related agreements and has survived the transition from the Soviet Union to the Russian Federation. It demonstrates that the resolution of jurisdictional issues is not necessary to provide a basis for cooperative resource management.
